This may the case if you can connect to the service from some hosts, but receive this error message from others.

If you are able to connect to the service from another host, inspect the running configuration value of listen_addresses.

  • Firstly, look at your postgresql.conf, sudo vim /etc/postgresql/9.3/main/postgresql.conf
  • Add this line: listen_addresses = '*'
  • Then, restart the service sudo /etc/init.d/postgresql restart

Note: using '*' for listening addresses will listen on all interfaces. If you do '0.0.0.0' then it’ll listen for all ipv4 and if you do '::' then it’ll listen for all ipv6.

Note : a configuration value of * will allow the service to listen on all addresses.

If you see another value (such as localhost, a hostname, or an IP address), then you may wish to add a record. You can do so by adding a comma and then your addresses to the listen_addresses line of postgresql.conf and restarting the service.

Note that if you add an IP address it cannot be a CIDR range
