To replace the core file, replace everything other than wp-config, .htaccess, and wp-content. This is primarily because, WordPress store configuration and other related content in these files and folders.
Reinstalling /Deactivating plugins

It looks like an issue with the WP-Plugin ” Custom-css-js” . Please check for any recent changes made regarding this plugin. You may try disabling the Plugin also .
Also if possible restore the WP files if you have a backup.
